Use the area to make your selection. for example 
select * from ComparedTable
Where area(houston) > area(comparedTable). area(houston) = a number such
as 1245.13. area(comparedTable) = a field containing area 
Put your selection into a temporary table called SelectedArea

copy the selection (SelectedArea) to the cosmetic layer. Get the
centroid info of Houston. Have Houston in a mapper window by itself.
Tile windows. Select the mapper window in which you have your selection
(SelectedArea). Double click in one of the boundaries. Replace it's
CentreX and Y information to Houston's and copy it. Select Houston Map
window. Go to layer control and make the cosmetic layer editable. Go to
Edit menu and choose paste. Now you can put that in layout window and/or
make any proportional comparison. You could also move the centroid of
the SelectedArea or object to any point in Houston.

There are other ways to do this but I thought this is the simplest one.
