Hi Roland, Yes, like Lucas noted, SVG layering is handled by Cairo, so look to Cairo sources/tickets/bugs for insights on progress to improve it.
I'd love to hear what you find because I have noticed this problem as well. You might consider trying the PS or PDF output from Cairo, which may handle layering and letter grouping better.
