A normal OSM tile server setup (with mod_tile and renderd or tirex) would always render "metatiles", comprising 8x8 normal tiles. The rendering speed depends on the style and zoom level, and of course on your hardware. The bottleneck is usually the database access. If you have a fast hard disk or a lot of cache memory then you can expect to be able to render 1-2 metatiles in the OSM standard style per second on average. If you have an average hard disk and not so much memory, you should perhaps assume that one metatile takes 5-10 seconds to render but since one metatile has 64 tiles, that should still give you around 10 tiles per second even on a small machine.
Rendering tiles individually (i.e. not using metatiles) will take much longer.
