Most information about tile generation/seeding has already been said by the 
others.
But what is also important is the way you are generating these tiles and what 
seeding tool you are using?

 - Do you make use of multicores?
 - How do you define what you are seeding? A BBOX has a pretty bad hit/miss 
ration for Japan.
 - Do you seed tile after tile, from top to bottom or some more advanced 
strategy?

I have written the seeding tool for MapProxy[0] and there are a lot of parts 
where you can optimize the seeding process, in contrast to naive top to bottom 
tile generation.
