Getting this right will be a little tricky, but probably key to making this work acceptably for wikipedia users. I don't yet know if such a functionality could be included into OpenStreetMap's page (currently it doesn't yet exist), but I'll try and find out if such a thing would at least theoretically be possible. If it would make sense and there is a good concept / design for it, I could try and write a patch for such a functionality. The alternative would be to do this on the Wikipedia's side. Probably the easiest way to do this would be to have a custom instance of Potlatch run on a wikipedia page, that would connect to OpenStreetMap via OAuth. This way, one could potentially use the wikipedia user account to determine if one wants to show the help page, or if they are "experienced OSM users". It would also allow to customize potlatch for things that are most relevant in wikipedia. But given that for now it will run on toolserver rather than wikipedia proper, one probably doesn't have access to the user accounts. It also doesn't detect if you have used OSM through other means than wikipedia, or can easily handle other editors than potlatch. So maybe that is not the best way.
