Hi: Yes it is possible indeed, but first it most exist the layer with blocks in your map. Please note that city blocks are a special kind of objects, defined as closed polygons (areas) to which you can add or relate all kind of valuable data (demographics, land use, health, educational, real state, etc. etc.). Once they exists, you can do thematic mapping or spatial analysis on them at ease. The blocks are not the space defined by four crossing streets (center line features), that case for a GIS is just a vacuum.
