I think you can do what you want.
- Select the streets you want to consider.
- Export Selection set to CDF
- Add the new layer back
- Go to Tools:Geographic Utilities:Line/Area Conversion
- Convert All Features to Areas
- Add that new layer back
- Color it by using the Map:Coloring or a color theme
