I assume you are referring to blocks as the areas delimited by street
segments. In that case, the only "real" geographic entities you
have are the streets. You cannot select "blocks" because
they do no exist in their own polygon layer.
One potential workaround is to convert the streets in your
region of interest to Areas, and then import the
resulting layer to your map. After that, you will be able to
select individual "blocks". Be advised not to convert the
whole US street layers to Areas; due to the huge file size you may
encounter a number of problems during the conversion

So are you saying I cannot just salect different blocks within a city
and give them one color, do the same with a seperate set/color?
