I trust the margins on the paper are not causing the problem or if you print it on an 11x17 sheet you have the same results?
If you put a scale on the printout does that also appear incorrect?
If you print from Maptitude does the same problem appear or only when printing to (from) a .PDF?
When printing from the .PDF. it isn't set to fill the page or set to print as image?
Also I have seen printers that reduce the size of a print, similar to a fax machine,  to fit the image to the paper. 

My bet is on that the .PDF isn't reproducing exactly, making the printout  a bit small.  On some of my conversions I seen Text disappear or spread across the whole page.
