I'am working with TransCAD to. Follow this steps to create a line layer:
1. Open TransCAD
2. Choose the menu "File", and then the opcion "New"
3. In the dialog box choose "Geographic File"
4. In the "Choose a Type of file" choose "Line Geographic File"
5. Write a name for each layer
6. Click "OK"
7. In the dialog box "Attributes for ..." click "OK"
8. write a name and save it
9. Select the manu "Tools", then "Map editing" and then "Tool box"
10. Click on the Icon "+" (Add line)
11. Click on the map and put the cursor in another place on the map and do doble click to finish the line.
12. Click on the traffic light (Green)
That's all you need to create a line, it works for every version of TransCAD
