This may  work for one tract:

 

 

1) Use select by condition to select all streets INSIDE the tract .  This gives 
you all streets segments that do not intersect the border.  Call this INSIDE

 

2)  Use select by condition to select all streets TOUCHING the tract,  Call 
this set TOUCHING

 

3)  Use Combine Selection to " Choose   features  in both"  TOUCHING and  
INSIDE.  Call this Set  CROSSING

 

4) The sum of all your values in the INSIDE set plus one half of the sum of the 
CROSSING SET is a good approximation to what you are looking for.
