This isn't a question of clarifications to people consuming the document. It's discussion among the people involved with *process*, and it's about the process. Once the document is published as an RFC, consumers will see the RFC (and it will be labelled "Standards Track"), and all this process-related discussion won't matter. Don't worry about this point.
