Tim Kaine signed into law legislation that paves the way for video franchise reform in the commonwealth, a measure that won praise from both cable and telcos wanting to deliver video services. The law, which becomes effective July 1, provides a streamlined process for telcos that want to offer video, allowing them to begin selling services 75 days after opening negotiations with a local franchising authority.
