Hi Marc,

Well, there was a regularly scheduled meeting. Three people managed to
make it to that meeting. As part of these meetings what is said is made
public by first putting minutes to the wiki, second by placing the
recoding of the call on the wiki.

Regarding a quorum - that would be for taking votes. There was no vote
taken on anything.

In other words this is the "Open and Transparent" way to go, to make the
recording available for those that could not be present.
