Encourage people to request them asap. For the Desktop Summit we talked to a few hotels and hostels some months in advance as summer is always very busy in Berlin. For those attendees that we sponsored I prebooked rooms at http://www.cityhostel-berlin.com/ and we also paid for them. Which also meant that people applied for a sponsored room with KDE or GNOME and I assigned those rooms to the people. You might want to check with Cityhostel, they were very helpful. If you check https://desktopsummit.org/accommodation you will find those hotels and hostel we recommended for our attendees last year.
