a) French is an official language of Canada;

A CJKV DVD might be acceptable in those countries.
( Maybe also adding PRK support back into LibreOffice, five or six years
after its removal from OOo.)

A Pan-African DVD would have Arabic, English, French, and Swahili.

South Africa is pretty much compelled to have a DVD of its own. (11
official languages, all of which are supported by LibreOffice.)
However, Botswana, Lesotho, and Swaziland could also use the DVD.
