Each line has a different rule Id. That's why A is, well must be, a symbol and not a rule.
I.e. this grammar consist of three symbols: A, B, H and three rules: A ::= B A ::= H A ::= The fact that H is "hello!" is irrelevant from pure grammar point of view -; JD.
