This was solved by installing DBD::mysql.

The configure.pl script was correctly parsing the registry XML, but on
attempting to connect via DBI was failing because it could not load the
appropriate database driver, due to it not being installed.

Note that the various DBD drivers do not get picked up by the
configure.pl script because they are dynamically loaded internally by
the DBI module. This means that users have to manually check that they
have the appropriate DBD driver installed for their configured database
setup.
