Thanks for the article. Will note that being written in 1990 it misses much
of the revival of research around the Vienna Circle. The Vienna Circle was
'neutralist' only in a certain formal sense as you know (the political
context of the 50s/early 60s when Carnap was quoted is obviously very
different from the 20s and 30s), for those interested in the political
aspects of Carnap's project I do recommend the new book by AW Carus,
'Explication as Enlightenment'.
