I remember reading English language publications of the Soviet and Chinese states back in the late 1970s and the early 1980s. At that time, they had no problem criticizing the other Government's treatment of ethnic minorities or neighboring countries. The favored terms used by the Chinese state for its Soviet peer were "Great nation chauvinist" and "social imperialist."
Going back before the twentieth Century, there is the long history of the Chinese State maintaining tributary relations with countries throughout their periphery. Such relations were not identical to those that the United States or the European rulers of the early 20th Century maintained with the rest of the world, but they are certainly comparable. Who knows but had the Ming Dynasty not called back its ships in the early 1400s, the Chinese State might have ended up with a string of colonies throughout the Indian and Pacific Oceans rivaling in size those of the later European States. For Russia, it is hard to ignore its territorial expansion across Eurasia. Moreover, it had at least one overseas colony, its called Alaska. Plus, until driven out by the Japanese, the Russians eagerly participated in the carving up of China, just as they did with the Brits in dividing up Iran in the days before Reza Pahlavi.
