Yes, Trotsky debated Kondratieff on that as have their heirs,

good read,

long-cycle endogeny: "We locate our analysis of labor segmentation within a
historical mate- rialist model for studying capitalism. That framework provides
a co- herent set of propositions about capital accumulation and class rela-
tions in capitalist societies. And yet, our argument suggests that there have
been several decisive qualitative transformations within the capitalist epoch.
Are we suggesting that the character of capitalism has changed? Has capitalism
passed through successive stages of de- velopment? How does our analysis differ
from traditional mainstream and Marxist accounts?"
But my point is the Gordon et. al. and some other originators of Social
Structures of Accumulation theory viewed SSAs as the institutional arrangements
that control a long cycle IIUC. The two, I think, go together in the minds of
people studying SSAs coming from the "Marxist tradition."
