Tom, do you think a reduction in working time can be accomplished without
planning?  Without that, it would need to be accomplished through the
market.  The reduction to 40-hour weeks was accomplished mostly by the
markets for 40-hour/week adult labor.  I think a 20-hour work week movement
faces a much different set of conditions today than last century given
neoliberalized global supply chains.
