The mutiny had à long  list of demands it wanted to negotiate. How long
might that have taken? On March 16, 10,000 red guards died.  Their blood
turned the ice covered bay red.

Kronstadt, a fortified island in the middle of the bay,  protected
Petrograd from invasion by sea. If the defenders of Petrogrtad had waited
for negotiations  to conclude,  it would have been  past spring  break-up,
making the bay navigatable to the battleships of the imperialist powers.
 A few kegs of Jamaican rum would have bought the mutineers' loyalty  and
their guns would have been turned on the city.

There was no time to negotiate; the revolution was in danger.  Defence of
the city was crucial, and the Bolsheviks acted accordingly.
