You are of course quite correct. Outside of MList circles the work has received 
scant attention I think.
But I believe it is important to place the work in the historical context.

It was written in the middle of a rather larger tapestry - at the start of it 
was the so-called "Leningrad Plot". That was led by Vosnosensky.

At the end of the tapestry, his ally Khrusuchev was to later bring that vision 
to fruition, ultimately in the so-called 'reforms' - in reality the 
'Restoration of Capitalism in the USSR".

In the middle of the tapestry was Stalin's view in the 'Economic Problems'.

I buy Bland's argument that  the origin of this work was to reject the attempts 
of a hidden fraction to revive private ownership. This was the ultimate meaning 
of the so-called "Leningrad Plot" led by Vosnosensky.
