That's an interesting thought. It might be one factor among many. France has had strong social programs without sharing a border with the USSR. But France had a little bit of the USSR inside its borders along with an older, socialist tradition. I would not discount the social democratic traditions within the countries, and the higher level of social cohesion in a places like Finland as compared to Great Britain.
