The combined effects of capital mobility and automation decimated the industrial unions. The same now seems to threaten the public sector unions, with their high percentage of workers with at least some post-secondary education. Protest activity has largely moved from concentrated action at the point of production to much less threatening sporadic demonstrations in public spaces. What if AI and robotics have a net catastrophic effect on jobs, as many predict? Will the class struggle than shift even more decisively from the workplace to the streets - over, for example, demands for a higher guaranteed annual income paid for by higher wealth taxes? If this does become the new locus of class struggle, it will most certainly bring to the fore the question Hari poses of "how effectively an on-going apparatus can be built”.
