Hello Marv:
Here a return to an older theme we have a nuanced-ly differing view. You say:
" The combined effects of capital mobility and automation decimated the
industrial unions. The same now seems to threaten the public sector unions,
with their high percentage of workers with at least some post-secondary
education. Protest activity has largely moved from concentrated action at the
point of production to much less threatening sporadic demonstrations in public
spaces. "

The first part is correct ( “ The combined effects of capital mobility and
automation decimated the industrial unions. “ ) but needs supplementing. Here
the old CPM and CPI unions essentially were told to disengage by thier own
political eladers and the parties they were tied to. In many places such as
West Bengal there were major divides then from the rank and file - who duly
went on to occupy various sites.

The second part needs much more amendment (" T he same now seems to threaten
the public sector unions, with their high percentage of workers with at least
some post-secondary education ”).
For these are not those who have come out. Those who have come out are many
working ins small tech firms; and the overwhelming majority appear ot be
students who are hoping to enter such fields as computer high-tech; - amongst
others. All of these student layers who came out were traditionally virtually
completely unorganised as far as I am aware. (Except in the high points of the
"Jai Hind” “Quit India” movements of the 1930’s-40’s).

The farmers of Punjab that blocked the streets and all markets in Haryana were
organised in both unions, temples and communities. Moreover - I think (I need
more data on this to verify ) that many of them were relatively well off
farmers and owned a variable amount of land.

So at many levels this was historically quite different. The leading member is
a also a dalit. Very different again.
I am seeing news that clear support of Muslim comrades who were specifically
targeted by police *after* the acceptance by the BJP of the original demands.
