No, the main motivation is that it's quite impossible to offer mod_perl to users as it's so risky. There're always ignorant users who upload scripts eating up resources....
At least, it makes the server admin feel more secure using FastCGI rather than mod_perl. For the Lighttpd, the reason using it just simply because it's lighter.
