No, the main motivation is that it's quite impossible to offer mod_perl to
users as it's so risky. There're always ignorant users who upload scripts
eating up resources....

At least, it makes the server admin feel more secure using FastCGI rather
than mod_perl.

For the Lighttpd, the reason using it just simply because it's lighter. I
suspect anyone can recompile Apache and tune it to be that "light" (not
sure, never tried.), but I can imagine that doing so is a painful
process....
