The module, with no options, only looks for irc connects on port 6667. 
If you use any others it needs to be
addressed (i.e. with the ports=).  If you still have problems try a
lsmod to see if it is being used while you 
are on irc.  If so this may indicate a totaly diffent problem.

DCC is a backwards connect.  Meaning when I send you a DCC I am realy
saying come connect to me at this ip
address and port.  Since you are using a non routable address (will I
hope you are) and you are blocking 
whatever port you sent out (I again hope you do) the DCC fails.  It can
also fail because of there client,
your client sending an incorrect DCC (Mirc is well known for this), or a
problem with a firewall on their
end as well.  Remember DCC is not irc.
