How long since you moved over from Windows? :)
"command not found" means just that, the command cannot be located.
Take a look at your PATH, and be aware that root's PATH has a few
extra directories that other users don't have. Also be aware that "su"
does not change your PATH, but "su -" does. This is because adding the
dash causes su to behave as if the user was logging in, instead of
merely changing the user ID.
On my system, it lives at /sbin/ipfwadm.
