No, you can only run pppd on the computer with the modem.

Why not? It does the job very well.
I guess you could use "rsh linux1 pppd" to start up the server on the
other machine easily enough.
Me, I use the /sbin/request-route hack, of kerneld, to start up the pppd
whenever traffic is detected. Or at least, I did when I was running
2.0.
These days, I use the latest pppd (2.3.5), which has demand-dialing
capability. It brings the link up or down whenever necessary. Works
quite well, also.
