Show us the pertinent parts of your /etc/hosts.allow, please.  

I am able to ftp to/from my masq box from the outside world -- I have 
lines in hosts.allow giving me access from several specific sites.  
For example, from my client site at a.b.c.???, I have this:
     all:  a.b.c.        #note the period at the end.

>From another client site, where they're using a big ISP, and dynamic 
addressing, so I can't restrict it to just this one system, I only 
allow telnet, like this:
     in.telnetd:  .denver.bigisp.net

Try something like this first.
