I just discovered that I have no in.ftpd in /usr/sbin. I do
have in.telnetd, which explains why I can telnet but not
ftp.

so my new question is how to set up this daemon.
Originally I had tried to install the ftp  RPM from my Red 
Hat distribution (thinking I didn't have it). The package 
manager says that it is already installed. The GUI
runlevel editor didn't list this daemon either.
