I have an update on this issue.  I have had some success!  

I confirmed that with:
  ./configure --enable-everything -> PASTE does not work
  ./configure --enable-minimal -> it works!!

But, the terminal does not look too sharp and I believe there are certain 
features I don't have.  For instance the icons and scrollbar don't look good.  
Would you guess which configure option would be interfering with Paste?  I will 
probably embark on a stepwise process of pulling in configure options 1 by 1 
unless you have suggestions to short circuit the process.

I am using the source from:  mrxvt05b

GI, I tried these different ideas and none worked.  Paste works fine when the 
selection is inside the UNIX VPN session but not from outside (on the PC).  And 
paste works fine from PC to UNIX VPN xterm.  It is a specific issue with VNC 
and MRXVT.

Try pressing Ctrl+Shift+c to paste.

Alternately play with the argument to the Paste macro. "Primary" or "Selection" 
might work...
