Yes, all text is rasterized (in this case the math as well as the tick 
labels).  Looking in the file it doesn't appear that any vector fonts 
have been included at all.

I'm running cairo-1.4.10, pycairo-1.4.0, python-2.5.1.  Any other 
relevant details?
