The Qg value in column 3 of the gen matrix has no effect since it is
simply an output quantity. The Q limits are always enforced by the
OPF, but they are ignored for the power flow unless the
ENFORCE_Q_LIMS option is set to true. See the bottom of page 10 in
the latest manual (http://www.pserc.cornell.edu/matpower/manual.pdf)
for a description of how this is handled.
