Yes, they are inequalities. If yes, that is the 'rateA' of the 'branch' matrix? Or that is the apparent power limits? rateA is the normal MVA rating, which is also the apparent power limit Sij_max (please check the manual, I might be wrong!). Would you please tell me which data are the constriants of branch active power Pij's limits? I'm not sure what you mean, but in MATPOWER, you choose to use either Pij or Sij limits. Secondly, the inequality constriants condition include what else in 'runopf'? There are generation capabilities and bus voltage limits.
