rateA is used as the branch flow limit. By default, this is an apparent power flow limit. However, when using certain solvers (fmincon, OPF_ALG = 520) you have the option of using an active power or current limit instead. Type 'help mpoption' and look for the OPF_FLOW_LIM option.

Secondly, the inequality constriants condition include what else in 'runopf'?

Generator limits (active and reactive power, upper and lower limits), upper and lower bus voltage magnitude limits, branch voltage angle limits (optional), trapezoidal generator capability curve (see pages 17-18 of manual). Piece-wise linear generator costs are also implemented using additional cost variables and inequality constraints.
