Dear Ray, The filter is written in PERL, as a matter of fact, much of such filter is part of the original one wrote by Dr. Federico Milano that come in with the distribution of PSAT.
My work was only take the filter and change the output format in order to addapt it to the Matpower format. So, first let me ask to Dr. Federico Milano if it is possible to share it. Keep in touch!
