Hi iman,
The values  R and X in mpc.branch matrix are  per unit quantities. If you have 
R and X given in ohms/km the effective values in ohms must be converted to per 
unit impedance. The base impedance can be calculated from the given or assumed  
Base MVA and Base voltage. Given the sequence impedance, it is enough to use 
the positive sequence R and X and convert to per unit impedance assuming the  
network is transposed. Which the assumption used in MATPOWER power flow  
computation.
