Actually reactive power cost is determined by (total cost - real power cost).
You can follow any IEEE paper on reactive cost. It will be clear to you.

     In the manual of matpower, for opf problem, the cost function is based on 
the real and reactive power functions. Real power function is explained 
clearly. But how can we give the reactive power cost function. what is the
