Short answer: Possibly. And yes, the VGA2PCIe card does work with matterhorn.

The VGA2PCIe card can capture at significantly higher resolution and framerate 
than any of the other vga frame grabber products. Videos we have captured using 
this card are of high enough quality to easily see the cursor at native 
resolution (1024x768 here). Obviously scaling the video down in size, or 
lowering the quality could make it more difficult to see the cursor. If cursor 
visibility is very important to you, consider using some accessibility software 
that makes the cursor more visible.
