Unfortunately that's not really something I can answer since they didn't even tell me about the new functionality :) I would venture a guess that this is working as designed, so if you want picture in picture streaming then you'll get that same format ingested into Matterhorn. Also, remember that the ECD has limit memory and CPU power, so streaming directly from the device to more than one endpoint is a bad idea. An intermediate streaming server is definitely recommended!
