Gah, how could I have missed this?  The CA's config.properties file has
a bad value in the org.opencastproject.serviceregistry.url key.  This
key needs to point at your core, so instead of

org.opencastproject.serviceregistry.url=${org.opencastproject.server.url}/services

it should be

org.opencastproject.serviceregistry.url=http://192.168.0.64:8080/services
