This is a subtlety, but compatibility between OSS licenses is not
bidirectional.  ECL 2 is compatible with GPL (e.g. if you write GPL
software you can use ECL software in it), but the GPL is not compatible
with the ECL 2 (e.g. if you write ECL software you cannot include GPL
software in it).
