Too me this all looks fine, and espacially in the admin ui there is no
indication of such a problem (all servers green). I would guess if something
like this is happening we should indicate it to the admin instead of not
telling him that one of his servers is useless. And we can not expect that the
admin searches for such an indication in the database.
Although I'm confused that one of the worker machines has a MAX_JOBS of 4 and
the other only 1. I have not changed anything from the default values to
increase or decrease the MAX_JOBS setting for any of these machines.
And I don't understand why the "offline" worker suddenly processes old jobs
after the restart although there are no active jobs shown in the admin UI
anymore. But maybe this problem is related to MH-7675.
