Yes, the 3rd party mirrors work quite well. I haven't heard any issues at any rate. It doesn't for Maven dependencies however, and that's what's broken in 1.3.0. This type of issue should be very rare, but at the same time when this is the official headline release it makes it important to fix! In this case I added a workaround to the install documentation, but that might not be feasible in the long term.
