Is that file the actual one you're using?  I see a 'the captions file
could not be added." message with or without the archive option, and a
"ERROR (IngestRestService:889) - Premature end of file." in the logs.
Also, my xml parsing program (xml_pp) barfs saying it's malformed.
Perhaps this is the source of your problems?  Looks like the apostrophe
character in

"<p begin="0:00:19.960" end="0:00:24.619">the recording to support
learning.<br />Let's take a look at a typical scenario</p>"

is the issue.
