i have a situation with my setup where i get the following from `diagnose -p`:
diagnosing job priority information (partition: ALL)

552 -39900 0.0( 0.0) 99.7(-4000) 0.3( 0.2:100.1)
553 -39900 0.0( 0.0) 99.7(-4000) 0.3( 0.2:100.1)
554 -14899 38.4(25000) 61.4(-4000) 0.2( 0.2:100.4)
555 -14899 38.4(25000) 61.4(-4000) 0.2( 0.2:100.3)
Percent Contribution -------- 23.8( 23.8) 76.0( 76.0) 0.2( 0.0: 0.2)
these lower priority (-39900) jobs will always run sooner than the higher
priority jobs (-14899). why? why wouldn't higher priority jobs run first?
