Other than backfilling, in what situation(s) should Maui run jobs out of 
priority order?

Backfill is enabled.  The higher priority jobs are much shorter in requested 
walltime (1 hour vs 8).  Requested resources in terms of number of nodes in 
this example/test is the same.
